What is the strongest way to joint a dowel and a flat piece of wood?

I need to attach 4 1″ dowels to a flat piece of oak, between them, they need to withstand a bit less than 1000lbs of pulling force. Is this even possible with wooden dowels and if so, what is the best joint?

If they are close enough to the edge of the board you could pin them to lock them in place – you may be able to use a long drill bit depending on the distance. This seems like a lot of force so I would be a bit nervous.
