Does anyone know who created the financial suitability requirements for Washington State?

I used to loan money through prosper but now that the recession is over my home state, Washington, decided to say hey lets restrict who can loan money in our state. Does anyone know who or what bill these new laws came into effect through. Just seems like another way for the rich to screw over the poor and I wanted to create a petition.
