Is it hard to get a scholarship for football to the usc trojans?

Ihave a couple of question about usc.
#1. say u live in washinton dc will usc ever try to recruit u even if u are a top 100 recruit.
#2.do u have to be the best at ur postion to recieve a football scholarship to usc.
#3. is it a good idea to write usc stating that u would like to attend their skool

its very hard.
