Can a flag football team have 4 wides?

OKAY! So there’s a team and they have 4 wides, but no tight ends. Is that possible? Because don’t ALL teams have to have both offense and defense.. Right?! Gosh, I’m confused.

We run 4 wide out it’s possible but two must be off the line
