anybody know of a good free down-loadable drawing or painting program I’m trying to make a web site banner?

I made a banner already but I made it in an older program Microsoft Home Publishing. The only thins is the programs saves only as a php file and I wasn’t able to upload it to the web side that I was trying to make the banner for . So now I figures that I ‘m just going to try to re-do the whole thing on a paint or drawing program that’s if I can download one for free.
