Despite the fact that Jefferson altered his earlier philosophy of government when he became president, he was one of the brightest men of his time and was considered a great president by many people.

No. Apart from the fact that you repeat large chunks of it several times, apparently in an attempt to inflate the word count, your premise is not logical. If a president is forced by circumstances to depart from his philosophy of government, that does not necessarily mean that he has changed the way he thinks. It may just mean that as a practical matter, he has not been able to carry his philosophy of government as far as he would have liked.
