What’s a decent GPA to get into a California/Oregon state university?

Ignoring all other factors that colleges look at, what would be the approximate average high school GPA of someone who gets into a California/Oregon state university? Notice I say average, not top. 3.0, 3.25, 3.5?
I did make it clear. I said roughly for this type of university, the differences between the two states are negligible.

The differences are not negligible. There are three different systems set up: The UC system, the Cal State system, and OUS (Oregon) system. Some UC schools are notoriously hard to get into, and have so-so financial aid. For those, you need 3.5+. For the Cal State, you may only need a 3.0, and usually for the Oregon schools it’s a 3.0. A B-average will suffice for the less competitive schools, but for UC’s like UCLA, Berkeley, and San Diego, it’s 3.5 and above.
