Why was this motorcyle going so slow?

I saw this motorcycle today when I was driving and the speed limit was 40 miles per hour. He was going around 20 miles per hour, but he had a flag in the back of his motorcycle. Why was he going so slow? I have never seen this before.

You’d have to ask the rider.Maybe he was in some sort of demonstration or protest.
