Would black spray paint still stick to a metal pole if I just covered it in clear coat?

i’m spray painting my ski poles and just sprayed multiple colors with which I intended to wrap in a sprial with tape and then spray paint black. If I spray painted clear coat to prevent the tape from peeling off the paint would the black still stick?

No way, clear stain are solvent based.
