How Are The Kentucky Wildcats Bowl Eligible?

Everyone, even ESPN is saying that Kentucky is bowl eligible…. However, 2 of their wins came against FCS schools (Western Kentucky & Charleston Southern). Syracuse only became bowl eligible today by winning a 7th game because 2 of their wins came against FCS schools (Maine & Colgate)… It has been stated that only 1 win over a lower division school counts (Arizona State needs 7 wins to become bowl eligible as well)… So, how is Kentucky bowl eligible? It doesn’t make any sense at all…….. Can anyone explain this?

Western Kentucky is in the Sun Belt, which is a FBS conference. Therefore, they’ve only beaten one FCS team.
