Fall Autumn Garden

I found a baby turtle, its not a water kind… what do i do?
My mother found a big turtle outside on the sidewalk and our neighbor took it in his garden. 3 days later, she found a tiny baby turtle, 3 cm long, and I don’t know what to do!
1. take it to the neighbor’s in hopes its mother will find it (if they take care of their babies, that is), BUT he’s got lawn and im afraid the lawn mower will get it!
2. leave it outside, in my own garden, BUT there are cats. I don’t know, do they hurt baby turtles?
3. keep it, BUT its autumn, and it might fall into sleep (do they? sleep durin the winter?). Plus, it won’t eat, i put some lettuce out for it and it won’t budge, it just looks at me and wiggles its front feet in and out slowly…
I think it’s a “Testudo graeca” species.
Where do you live? Testudo graecas are Greek tortoises, found in Europe. No, mother turtles do not care for their young.
