What does the black scarf on the cross mean for Easter?

I seen a black scarf on a wooden cross in front of a church and I did not know what it meant. So if you do please let me know.

A black or purple scarf on a cross before Easter is a symbol of the penitential season of Lent.

The scarf should be removed on Easter.
