How do I keep my dog from eating the flowers I plant.?

I tried the spray, but it did not work. I constantly have to go out there and tell her no. But when I’m not around I come back to find an empty flower bed.lol

i had a GSD who if she saw me plant bulbs she would go behind me and dig everyone up and make a pile. if she saw me plant flowers that gave her permission to play with them too. she had to be inside while i gardened or there was no garden
