What department of a city has authority to grant permission of photographing restricted sites?
I’m looking to attain permission to photograph the abandoned Six Flags in New Orleans and I’m not sure where to ask.

I was able to contact the New Orleans Office of Film and Video (http://www.filmneworleans.org/). They were quick and helpful; unfortunately they insisted there was no current way to obtain permission for the site.
