and what would this be?
“he is jubilant as a flag unfurled”

No, they are not metaphors.
A metaphor cannot include words of comparison. “As” is a word of comparison, so those two sentences are similes.
Metaphors would be “His words are chimes of gold” and “He is a flag unfurled.”
