Why are there still Autumn leaves in my garden ?

I live in England and we have had a very cold winter. I have noticed for the first time ever that the Autumn leaves are still very much intact on the ground here. The trees here are budding again and this is most unusual. It has been six months now and the usual breaking down process has not happened,why is this? I am wondering if this is due to global changes as it has never been noticed before

I believe that certain bacteria is needed to speed the decaying process. Since you claim its been a cold winter, it is possible that this bacteria was not present.
