Custom Flag Maker-Clip Art/JPG?

I want to create a custom American flag image but can’t find the right software or website to do so. Basically I just want to remove the stars and place a specific image in place of the stars. I have adobe photoshop but I can’t figure out how to remove the stars and copy and paste an image in the blue box. Is there a website I can do this at?

Any website or other graphics editor is going to be just like Photoshop…you will have to know how to use the tools to do what you want. PS is as good a tool as you can get to use.
